     15-10-101. Levy to balance budget. There must be levied at each session of the legislature upon all property in the state liable to taxation a sufficient sum to realize the amount necessary to meet the appropriations made for the 2 succeeding fiscal years and for the payment of deficiencies if any have occurred in the previous fiscal year or years. Such levy must be made for each fiscal year separately and must not exceed 2 1/2 mills on each dollar of valuation. The fiscal year commences on July 1.
