     40-8-104. Who may be adopted. (1) Any minor may be adopted if:
     (a) the minor has no living parent; or
     (b) the parental rights of the living parents of the minor have been terminated according to the laws of this state or of another jurisdiction; or
     (c) the living parents consent to the adoption.
     (2) An adult may be adopted as provided in part 2 of this chapter.
