     52-2-405. Investigation of agencies -- cancellation of licenses. (1) The department shall have the power and authority through its duly authorized representative to investigate the operations of any such licensed agencies and to cancel licenses theretofore issued for failure to observe prescribed rules or to maintain minimum requirements as set out in the preceding section of this part. Such agencies shall give to such representatives all information requested and afford them every reasonable facility for observing the operation of such agencies.
     (2) When the department finds, upon the basis of the report required by 52-2-404(8) or upon its own investigation, that any such agency has not conducted or is financially incapable of conducting its operations according to the standards established pursuant to this part, then the department is precluded from the issuance of or continuance in effect of any such license for said agency for the subsequent year.
