     7-6-4103. Annual appropriation -- exception. (1) The council shall, during the month of July in each fiscal year, pass an ordinance to be known as the "Annual appropriation for the.... of.... for the fiscal year beginning July 1, 19..", in which ordinance there must be appropriated enough money to defray the expenses or liabilities of the city or town for the fiscal year. There must be specified in the ordinance the amount appropriated for each separate object or fund and the salary or compensation to be paid to each officer of the city or town.
     (2) This section does not apply to a city or town that has adopted the alternative accounting method provided for in Title 7, chapter 6, part 6.
