7-6-4120. Appropriation of federal or state money by a city or town. (1) The council of a city or town may appropriate money received from the federal or state government regardless of when the money is received. The expenditure of the funds must comply with any applicable federal or state law, rule, or regulation governing the receipt or use of the money.
     (2) The adopted appropriation must state the source of the money, the expenditure program for the funds, and the effective date of the appropriation.
