7-6-4222. Exclusion of certain items from estimate and budget. There may not be included in the estimate or in either the preliminary or final budget of a municipality any part of that cost which is to be paid by special assessments against the property within the districts or any part of the cost in maintenance districts which is to be defrayed by special assessments against the property in the maintenance districts.
