75-10-210. Moratorium on certain solid waste facility permits. (1) Except for remedial actions pursuant to Title 75, chapter 10, part 7, or corrective actions pursuant to 75-10-405(2)(c) or 75-10-416, until October 1, 1993, the department may not issue a license under 75-10-221 for a solid waste facility if the facility is also subject to the requirements of 75-2-215.
     (2) Notwithstanding the provisions of (1), the department shall proceed in a reasonable and timely manner in processing solid waste applications required under 75-10-221.
