     76-4-1213. Financial management. (1) All expenditures of the funds by the board under the provisions of this part shall be certified and approved by the board and paid by the appropriate state officials. Payment shall be made upon warrants appropriately drawn out of the proper funds.
     (2) The department shall provide a system of accounting which shall show the amount of money received therefor and also an itemized statement of expenses in connection therewith.
     (3) The board may make orders concerning the disbursement of the money in the state special revenue fund, including the payment of compensation and expenses of board members.
     (4) The board may accept grants-in-aid from any source.
