     77-2-403. Action by commissioner. The commissioner shall take such action as he may consider appropriate, consistent with federal jurisdiction, to address concerns and issues raised during the hearing. Such action may include but is not limited to:
     (1) the filing of formal requests for action by the appropriate federal agency that would alleviate concerns expressed at the hearing;
     (2) the filing of a formal protest to the proposed sale or transfer.
