A Bill for an Act entitled: "An Act requiring the senate and the house of representatives to keep minutes of the meetings of the committee of the whole."

Be it enacted by the Legislature of the State of Montana:

NEW SECTION. Section 1.  Minutes of committee of the whole -- public inspection. (1) The senate and the house of representatives shall keep minutes of the meetings of the committee of the whole. The minutes must include:

(a) the date, time, and place of the meeting;

(b) a list of the individual members in attendance, excused, or absent;

(c) bills acted upon, including amendments;

(d) motions and votes; and

(e) a summary of the discussion on each bill and amendment considered by the committee.

(2) The minutes of the senate must be signed by the president, and the minutes of the house of representatives must be signed by the speaker. The original minutes must be delivered to the legislative services division.

(3) The legislative services division shall make the minutes available for inspection and copying by the public as provided in Title 2, chapter 6, part 1.

NEW SECTION. Section 2.  Codification instruction. [Section 1] is intended to be codified as an integral part of Title 5, chapter 2, part 1, and the provisions of Title 5, chapter 2, part 1, apply to [section 1].
