     7-12-4177. Notice of resolution for tax levy -- protest and hearing. (1) A notice signed by the city clerk, stating that the resolution levying the special assessment to defray the cost of such improvements is on file in his office and subject to inspection for a period of 10 days, shall be:
     (a) published at least once in a newspaper published in the city or town;
     (b) mailed to the owner of each lot, tract, or parcel of land to be assessed (such lands must be identified and the mailing address determined from the last completed assessment roll for state, county, and school district taxes); and
     (c) mailed to such other persons known to the clerk to have an ownership interest in the property.
     (2) Such notice shall state the time and place at which objections to the final adoption of such resolution will be heard by the council. The time for such hearing shall not be less than 10 days after the publication and mailing of such notice.
