     7-13-108. Right to protest. (1) At any time within 30 days after the date of the first publication of the passage of the resolution of intention, any owner of property liable to be assessed for said work may make written protest against the proposed work.
     (2) Such protest must be in writing and be delivered to the county clerk, who shall endorse thereon the date of the receipt by him.
