7-13-126. Notice of resolution to assess and levy tax for making improvements -- protest. (1) A notice, signed by the county clerk and stating that the resolution levying a special assessment to defray the cost of making such improvements is on file in the office of the county clerk and is subject to inspection, shall be published in at least one publication in a newspaper published nearest to where the special improvement is to be made.
     (2) Such notice shall state the time and place in which objections to the final adoption of such resolution will be heard by the board of county commissioners.
