     7-13-207. Concurrence or nonconcurrence by municipality. (1) If the city or town council shall by resolution concur in the resolution of the commissioners, a copy of the resolution of concurrence shall be transmitted to the commissioners.
     (2) If the incorporated city or town council does not concur in the resolution of the commissioners, the commissioners shall have no authority to include said city or town in the district, but may continue to develop the district, excluding said city or town.
