A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA ENCOURAGING THE DEPARTMENT OF TRANSPORTATION TO WORK WITH THE LEGISLATURE, THE GOVERNOR'S OFFICE, AND OTHER STATE AGENCIES IN INCORPORATING ECONOMIC DEVELOPMENT CRITERIA INTO THE TRANSPORTATION PLAN UPDATE.



     WHEREAS, the development of Montana's economy is a critical matter that every Legislature faces; and

     WHEREAS, highway construction and highway funding contribute significantly to Montana's economy; and

     WHEREAS, the planning and development of Montana's highway and urban transportation systems can enhance the state's ability to develop, retain, and attract business; and

     WHEREAS, the Department of Transportation is preparing to update its Transportation Plan; and

     WHEREAS, issues that link transportation system development to present and future economic activities must be addressed in transportation planning and funding; and

     WHEREAS, the Legislature, Governor's Office, and other state agencies need to be involved in the development of the state transportation plan.



NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA:

     That the Department of Transportation work with both the Senate Highways and Transportation Standing Committee and the House Transportation Standing Committee to ensure that economic development criteria are included among the items to be addressed in preparing the request for proposals for the Transportation Plan update.

     BE IT FURTHER RESOLVED, that the Transportation Commission, the Department of Transportation, the Governor's Office, and any other appropriate state agencies work together and seek the input of the Revenue and Taxation Interim Committee in studying and implementing methods for including economic development criteria in the Department of Transportation's ranking and funding apportionment process.
