     7-22-2211. Petition to create district -- hearing. (1) The creation of a district may be initiated only by a petition:
     (a) signed by at least 51% of the owners of land within the proposed district;
     (b) submitted to the governing body of the county; and
     (c) accompanied by sufficient funds to defray the cost of giving notice as required by 7-22-2212.
     (2) The petition shall set forth the boundaries of the proposed district.
     (3) Upon receipt of the petition, the governing body shall set a date for a hearing on the petition. The hearing must be held within 3 weeks of receipt of the petition.
