SENATE RESOLUTION NO. 3

INTRODUCED BY M. WHEAT

 

A RESOLUTION OF THE SENATE OF THE STATE OF MONTANA DIRECTING THE COMMITTEE ON COMMITTEES TO APPOINT A SELECT COMMITTEE TO INVESTIGATE THE DEPARTMENT OF REVENUE'S CONTRACTS, CONTRACT ENFORCEMENT, EXPENDITURES, AND IMPLEMENTATION OF ALL MATTERS RELATING TO THE POINTS SYSTEM AND TO ISSUE A WRITTEN REPORT OF ITS FINDINGS TO THE SENATE.

 

     WHEREAS, the state has issued general obligation bonds, incurring debt, for state technology projects; and

     WHEREAS, one of the technology projects financed was the process oriented integrated tax system (POINTS); and

     WHEREAS, the Department of Revenue has expended $29.5 million of the $32 million available for POINTS; and

     WHEREAS, phase 1 of POINTS is still unstable, and phase 2 of POINTS has been abandoned.

 

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MONTANA:

     That the Committee on Committees appoint a select committee to investigate the Department of Revenue's contracts, contract enforcement, expenditures, and implementation of all matters relating to the POINTS system.

     BE IT FURTHER RESOLVED, that the select committee issue a written report of its findings to the Senate.
