     7-22-2213. Objection to district. (1) At any time up to and including the date of the hearing, a landowner may file written objection to the creation of the district with the county clerk. The county clerk shall note the time of receipt on the written protest and shall compute the percentage of land in the proposed district represented by the protesting landowner.
     (2) If the owners of at least 51% of the land in the proposed district file written objections with the county clerk, the district may not be created.
