A BILL FOR AN ACT ENTITLED: "AN ACT PROVIDING FOR COMMUNITY CRISIS SERVICES AND REGIONAL PSYCHIATRIC TEAMS; PROVIDING AN APPROPRIATION TO THE DEPARTMENT OF PUBLIC HEALTH AND HUMAN SERVICES FOR COMMUNITY CRISIS AND REGIONAL PSYCHIATRIC SERVICES; AND PROVIDING AN EFFECTIVE DATE."

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MONTANA:

 

     NEW SECTION.  Section 1.  Community crisis services -- regional psychiatric teams. (1) The department shall develop regional psychiatric teams to provide community crisis services in each of the three service area authorities. The department shall work in conjunction with the service area authorities and any existing community crisis programs or facilities to develop for each service area a regional psychiatric team of psychiatrists to work with hospitals with psychiatric beds, community crisis centers, licensed mental health centers, and mental health professionals to provide crisis evaluation, stabilization, and treatment.

     (2) The department shall coordinate community crisis services with eligibility under medicaid or any other mental health services. The department shall provide reimbursement for mental health professionals to assist with local crisis response with a regional psychiatric team. The department shall identify existing telemedicine resources and integrate to the greatest extent possible and, if necessary, assist in the further development of a statewide system that is integrated and compatible with existing systems.

 

     NEW SECTION.  Section 2.  Appropriation. There is appropriated for the 2009 biennium the following amounts from the general fund to the department of public health and human services for the purpose of granting funds to community crisis centers for necessary costs to provide community crisis care through a regional psychiatric team in each of the three regional service area authorities:

     (1) for recruitment and loan forgiveness:

     FY 2008                         $750,000 OTO

     (2) for salary, benefits, and emergency calls for three psychiatrists in each of the three service area authorities:

     FY 2008                         $2,797,500

     FY 2009                         $2,797,500

     (3) to pay for 5 bed days of inpatient psychiatric care to make beds available to the regional psychiatric teams in each region when an individual in an emergency or crisis requires admission:

     FY 2008                         $2,737,500

     FY 2009                         $2,737,590

 

     NEW SECTION.  Section 3.  Codification instruction. [Section 1] is intended to be codified as an integral part of Title 53, chapter 21, part 10, and the provisions of Title 53, chapter 21, part 10, apply to [section 1].

 

     NEW SECTION.  Section 4.  Effective date. [This act] is effective July 1, 2007.
