HOUSE RESOLUTION NO. 4

INTRODUCED BY C. LAMBERT

A RESOLUTION OF THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA ENCOURAGING STATE AGENCIES TO PARTNER WITH PRIVATE INDIVIDUALS IN PUBLIC POLICY RESEARCH.

WHEREAS, it is the duty of all levels of government to take necessary and prudent actions in alliance with utilitarian principles to ensure the greatest benefit is extended to the whole of the public; and

WHEREAS, individual public agencies and the officers and personnel employed within the agencies do not have access to the full realm of innovations that can lead to progress in the public arena; and

WHEREAS, Montana state government must operate in an open environment that also protects citizens' privacy.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA:

That all state agencies share data files with private researchers involved in public policy research and make efforts to disseminate any findings to the larger public community, except in cases where individual privacy demands may be compromised.
