A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA REQUESTING CONGRESS TO FUND A FEASIBILITY STUDY AND IMPLEMENT THE STUDY'S FINDINGS TO RESOLVE PROBLEMS IN BILLINGS ASSOCIATED WITH THE RAILROAD TRACKS THAT DIVIDE THE CITY.



     WHEREAS, Montana Rail Link railroad tracks pass through and divide Billings, Montana's largest city; and

     WHEREAS, the railroad tracks and train traffic result in motor vehicle gridlock several times a day; and

     WHEREAS, the railroad tracks interrupt the free flow of traffic on Montana Highway 3, which is part of the national highway system, and its connection to Interstate 90; and

     WHEREAS, the tracks and the gridlock that results have generated public medical and safety concerns; and

     WHEREAS, the Billings community proposes a feasibility study to resolve the problems that the railroad tracks present; and

     WHEREAS, this resolution has the full support of the Billings City Council; the Yellowstone County Commissioners; the City-County Planning Board; Montana Rail Link; and the adjacent neighborhood task force, representing the South Park Task Force, the North Elevation Task Force, the North Park Task Force, and the Central Terry Park Task Force.



NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA:

     That the Montana Legislature request the U.S. Congress to provide the funding necessary to conduct a feasibility study and implement the study's findings to resolve the problems presented by the railroad tracks that divide the city of Billings.
