The Legislative Council's mission is to provide ongoing leadership, direction, and foresight for the efficient operation and improvement of the Legislative Branch; to establish personnel and pay policies in order to maintain professional and highly motivated employees; to educate the public about the Legislature and foster public participation in the legislative process; and to preserve the integrity of the Legislature as an equal branch of government.
The Legislative Council is composed of six Senators and six Representatives, including the President of the Senate, the Speaker of the House, and both minority leaders. The other eight members are selected by the Committee on Committees and the Speaker of the House, respectively.
The Legislative Council generally oversees the activities of the Legislative Services Division (LSD) and supervises publication of Montana's statutes by a Code Commissioner assigned to the LSD staff. The Montana Code Annotated (MCA), as recodified and published by the Code Commissioner, was adopted as prima facie the law of Montana by Chapter 1, Laws of 1979.
If a question needing immediate attention arises during the interim and a legislative interim committee has not already been assigned to consider the question, the Legislative Council may assign study of the question to an appropriate interim committee or the appropriate statutorily created committee.
Section 5-11-105, MCA, requires the Council to review and adopt personnel and administrative policies for the Legislative Branch and assign responsibility for administration of those policies. Adopted policies must be concurred in by the Legislative Finance and Audit Committees.
