National Conference of State Legislatures (NCSL)

Statutory Citation: Section 5-11-301, MCA

The purpose of NCSL is to improve the quality and effectiveness of state legislatures, to ensure the states a strong voice in federal decision making, and to foster interstate communication and cooperation.

Section 5-11-301, MCA, states that it is a function of the Legislative Council to "carry forward the participation of the state of Montana as a member of the Council of State Governments and the National Conference of State Legislatures" within the limits of appropriations.

The Legislative Council appoints legislators to two-year terms as delegates and alternates to NCSL committees. An appropriation in House Bill 2 pays the dues for Montana's membership in NCSL for the current biennium. The appropriation does not, however, provide funds for legislator or staff participation in NCSL meetings or seminars.

The Committees of the Assembly on State Issues (ASI) for 1999-2000 are Children, Families & Health; Communications & Information Policy; Criminal Justice; Economic &Cultural Development; Education; Fiscal, Oversight & Governmental Affairs; Legislative Effectiveness; Science, Energy & environmental Resources; and the Redistricting Task Force.

The Committees of the Assembly on Federal Issues (AFI) are Agriculture & International Trade; Commerce & Communications; Education, Labor & Job Training; Energy & Transportation; Environment; Federal Budget & Taxation; Health; Human Services; and Law & Justice.
