The Court Funding andStructure Committeewas created, alongwith the LocalGovernment Fundingand StructureCommittee, by SenateBill No. 184 during the 1999 Session. The committees'enabling language states that the "purpose of thecommittees is to conduct a study of funding localgovernment, including the courts, to ascertain the bestmethod of allocating current and future resources, whileproviding a complementary funding relationship betweenlocal government and state government...The studymust explore regional concepts, as well as further liftingof local government revenue restrictions and de-earmarking of revenue to local governments."

The two committees are required to coordinate theirwork and meet together at least once every 6 months. The committees' final report must includerecommendations and bill drafts necessary to streamlinelocal government functions as well as provide acomplementary funding structure between state andlocal governments.

The Department of Administration is responsible forstaffing both committees. The Department may,however, "request assistance from or the use of theresources of the legislative, judicial, and executivebranch agencies to accomplish their studies."
