As provided in 75-6-203, MCA, theDrinking Water StateRevolving Fundprogram is a"program underwhich the state mayprovide financialassistance to community water systems and nonprofitnoncommunity water systems." The program isadministered by the Department of EnvironmentalQuality (DEQ).
The revolving fund is a separate account in the statetreasury from which loans can be made, debt obligationsand insurance can be purchased, and other assistancecan be provided to improve water systems.
Each year, DEQ must prepare an intended use plan forthe fund, which must include descriptions of theprojects that program funds will assist and the amountand type of funds to be allocated. This plan is subjectto public comment and review by the Drinking WaterState Fund Loan Program Advisory Committee. Thecommittee is made up of one legislator from each theHouse Appropriations Natural Resources Subcommitteeand the Senate Finance and Claims Natural ResourcesSubcommittee, a member of the Montana League ofCities and Towns, a member of the MontanaAssociation of Counties, a member from the Departmentof Natural Resources and Conservation, and a memberfrom the Department of Environmental Quality.
