The Reserved Water RightsCompact Commissionadjudicates existing waterrights under Montana wateruse statutes and negotiateswater rights with the federalgovernment and Montana'sIndian tribes. In negotiations,the Commission acts on behalf of the Governor.

The Speaker of the House and the President of theSenate each select two members from their respectivebodies who join five other members appointed by theGovernor and the Attorney General.
