     20-6-311. High school district boundary approval by superintendent. Whenever a high school boundary commission orders a division of the county into high school districts under 20-6-304, its order shall not be final until it has been approved by the superintendent of public instruction. The superintendent of public instruction shall not approve any high school boundary commission order that:
     (1) is dated less than 1 year since the last high school boundary commission order was approved for such county; or
     (2) has not been confirmed by the high school boundary commission of each county affected by the boundary change when it involves a joint high school district.
