     5-18-109. Legislative intent -- poll. (1) If the legislature is not in session, the committee may poll the members of the legislature by mail to determine whether a proposed rule of the department of revenue is consistent with the intent of the legislature.
     (2) If 20 or more legislators object in writing to any rule of the department of revenue, the committee shall poll the members of the legislature.
     (3) The poll shall include an opportunity for the department of revenue to present a written justification for the rule to the members of the legislature.
