     50-4-502. Health care data base -- information submitted. (1) The department, with advice from the health care advisory council, shall design and develop a health care data base that includes data on health care resources and the cost and quality of health care services. The purpose of the data base is to assist in developing and monitoring the progress of incremental health care reform measures that increase access to health care services, promote cost containment, and maintain quality of care.
     (2) The department shall work in conjunction with health care providers, health insurers, health care facilities, private entities, and entities of state and local governments to determine the information necessary to fulfill the purposes of the data base provided in subsection (1).
     (3) The department shall adopt by rule a confidentiality code to ensure that information in the data base is maintained and used according to state law governing confidential health care information.
     (4) The department shall make recommendations to the legislature by October 1, 1996, on the actions needed to establish the data base, including an estimate of the fiscal impact on state and local government, health care providers, health insurers, health care facilities, and private entities.
