     53-4-231. Eligibility. (1) Assistance shall be granted under this part to any dependent child, as defined in 53-4-201, who is in need of such assistance.
     (2) Aid to families with dependent children assistance payments may be made to a needy pregnant woman with no other children receiving such payments. Payments may begin no earlier than the third month prior to the month in which the child is expected to be born.
     (3) Aid to families with dependent children shall be granted to or for the care of children of unemployed parents who would not otherwise be entitled to such aid because the child is living in the home with both parents. The department may adopt rules to administer the grant of assistance to children of unemployed parents pursuant to Title IV, section 407, of the federal Social Security Act, as amended.
