7-13-2231. District to be governed by board of directors. (1) At an election to be held within a district under the provisions of this part and part 23 and the laws governing general elections not inconsistent this part and part 23, the district shall elect a board of directors. The election must be held in conjunction with the next regular or primary election.
     (2) The board of directors is the governing body of the district.
