     7-14-4203. Determination of damages. (1) In case the council of such city or town and the owner of such building are unable to agree upon the amount of such damages, the council must appoint three disinterested freeholders of such city or town to appraise such damages.
     (2) The appraisers so appointed, after being duly sworn, must appraise the damage and make two written reports thereof, signed by at least a majority of them, one of which must be delivered to the clerk of such city or town to be immediately filed in his office and the other to the owner of the building. Such report must be made and delivered within 10 days after the appointment of the appraisers.
