     7-16-4221. (Temporary) Powers and duties of park board. (1) The board of park commissioners shall have the management and control of all parks belonging to the city and of all trees and other plants upon the streets, avenues, boulevards, and public places within the city and the right to designate the character and quality of all trees and plants planted in such parks, streets, avenues, boulevards, and public places.
     (2) Said board of park commissioners shall have the following powers and be charged with the following duties:
     (a) to lay out, establish, improve, and maintain parkways, drives, and walks in the parks of the city; to make plats thereof; to file the same in the office of the city clerk; and to determine when and what parks shall be opened to the public;
     (b) to plant, cultivate, maintain, and improve all trees and other plants required to be planted, cultivated, and maintained in the parks belonging to the city and in the streets, avenues, boulevards, and public places in the city and for that purpose to establish and maintain nurseries for the growth of trees and plants;
     (c) to pay all obligations authorized to be incurred by the provisions of this part;
     (d) to exercise all other powers incident to the duties enjoined by the provisions of this part. (Repealed October 1, 1996--sec. 25, Ch. 543, L. 1995.)
