A Bill for an Act entitled: "An Act requiring the senate and the house of representatives to keep minutes RECORDINGS of the meetings of the committee of the whole."



Be it enacted by the Legislature of the State of Montana:



NEW SECTION. Section 1.  Minutes RECORDINGS of committee of the whole -- public inspection. (1) The senate and the house of representatives shall keep minutes RECORDINGS of the meetings of the committee of the whole. The minutes RECORDINGS must include:

(a) the date, time, and place of the meeting;

(b) a list of the individual members in attendance, excused, or absent;

(c) bills acted upon, including amendments;

(d) motions and votes; and

(e) a summary of the discussion on each bill and amendment considered by the committee REFERENCES TO THE RECORDING LOG SUFFICIENT TO SERVE AS AN INDEX TO THE ORIGINAL RECORDING.

(2) The minutes of the senate must be signed by the president, and the minutes of the house of representatives must be signed by the speaker. The original minutes RECORDINGS must be delivered to the legislative services division MONTANA HISTORICAL SOCIETY IN ORDER TO BE ARCHIVED.

(3) The legislative services division MONTANA HISTORICAL SOCIETY shall make the minutes RECORDINGS available for inspection and copying by the public as provided in Title 2, chapter 6, part 1.



NEW SECTION. Section 2.  Codification instruction. [Section 1] is intended to be codified as an integral part of Title 5, chapter 2, part 1, and the provisions of Title 5, chapter 2, part 1, apply to [section 1].
