     16-3-101. Alcoholic beverages dispensed only in accordance with code. No brewer, beer importer, distiller, or manufacturer of alcoholic beverages shall, within the state, by himself, his clerk, servant, or agent, give to any person any alcoholic beverage except as may be permitted by and in accordance with the rules made under this code.
