     3-1-1009. Investigation by commission -- application for consideration. (1) The commission and each member are authorized to make investigations concerning the qualifications of eligible persons.
     (2) Any lawyer in good standing who has the qualifications set forth by law for holding judicial office may be a candidate and may make application to the commission for consideration, or application may be made by any person on his behalf.
