     7-22-2419. Establishment and operation of joint mosquito control districts. (1) Joint mosquito control districts (that is, districts which lie partly in one county and partly in another) may be created or dissolved in the same manner as provided in this part for other districts, except that in such cases all petitions must be directed to the commissioners of each county affected and must be acted upon by them concurrently.
     (2) In the case of such districts, the mosquito control board shall be constituted in the same manner and shall have the same powers as are provided for other boards in this part, except that appointments shall be made by joint action of the commissioners in all counties affected and each county shall be represented among the appointed members of the board. The county health officer, county sanitarian, and county extension agent of each county shall be ex officio members of the board without vote.
