7-6-4262. Preliminary annual operating budget to be balanced. The preliminary annual operating budget may not include appropriations in excess of the projected beginning balance of a fund plus the estimated revenue of the fund for the year. This section does not apply to a municipality that has adopted the alternative accounting method provided for in Title 7, chapter 6, part 6.
