     7-3-4221. Conduct of business. (1) (a) In cities having a mayor and two councilmen, the mayor and one councilman or two councilmen shall constitute a quorum and the affirmative vote of the mayor and one councilman or the affirmative vote of two councilmen shall be necessary to adopt or reject any motion, resolution, or ordinance or pass any measure unless a greater number is provided for in this part.
     (b) In cities having a mayor and four councilmen, the mayor and two councilmen or three councilmen shall constitute a quorum and the affirmative vote of the mayor and two councilmen or the affirmative vote of three councilmen shall be necessary to adopt or reject any motion, resolution, or ordinance or pass any measure unless a greater number is provided for in this part.
     (2) Upon every vote the ayes and nays shall be called and recorded. Every motion, resolution, or ordinance shall be reduced to writing and read before the vote is taken thereon. Every resolution or ordinance passed by the council must be signed by the mayor or by two councilmen and must be recorded before the same shall be in force.
     (3) The mayor shall be president of the council and shall preside at its meetings and shall supervise all departments of the city and report and recommend to the council for its action all matters requiring attention in any department. The council shall, at its first regular meeting, select one of its members for vice-president of the council, and in case of a vacancy in the office of mayor or the absence or inability of the mayor, he shall perform the duties of the mayor.
