HOUSE BILL NO. 3
INTRODUCED BY S. FISHER
AN ACT APPROPRIATING MONEY TO VARIOUS STATE AGENCIES FOR THE FISCAL YEAR ENDING JUNE 30, 2001; AND PROVIDING AN IMMEDIATE EFFECTIVE DATE.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MONTANA:
Section 1. Time limit. (1) Except as provided in subsections (2) and (3), the appropriations contained in [section 2] are intended to provide only necessary and ordinary expenditures for the fiscal year ending June 30, 2001. The unspent balance of any appropriation must revert to the fund from which it was appropriated, unless the appropriation is continued by [section 2].
(2) The $25,000 appropriation for the Montana historical society library/archives contained in [section 2] continues into fiscal year 2002 and fiscal year 2003.
(3) The $100,000 appropriation for the department of revenue director's office contained in [section 2] is restricted to legal fees as related to the unisys POINTS II contract and continues into fiscal year 2002 and fiscal year 2003. The $219,100 appropriation for the compliance, valuation, and resolution contained in [section 2] is restricted to costs to upgrade the legacy property tax system and continues into fiscal year 2002 and fiscal year 2003.
Section 2. Appropriations. The following money is appropriated, subject to the terms and conditions of [section 1].

The appropriation contained in the department of public health and human services mental health line item contains a reduction of $395,555 that is contingent upon passage and approval of House Bill No. 615.
The Montana school for the deaf and blind is granted an exemption to the provisions of [section 7] of the General Appropriations Act of 1999 and may move funds from personal services to operating expenses during fiscal year 2001.
Section 3. Effective date. [This act] is effective on passage and approval.
