INTRODUCED BY B. DAVIES

A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA CALLING ON THE UNITED STATES CONGRESS TO PASS HOUSE RESOLUTION NO. 1146, THE AMERICAN SOVEREIGNTY RESTORATION ACT OF 2000.

     WHEREAS, the United States was established as a sovereign and constitutional republic; and

     WHEREAS, the United Nations Charter was entered into and voted on by the U.S. Senate as a treaty, when in fact the Charter is a new constitution; and

     WHEREAS, the world body is increasingly encroaching on the prerogatives and sovereignty of the United States by:

     (1) claiming the power to make decisions regarding certain properties in the United States;

     (2) claiming the power to tax citizens of the United States;

     (3) claiming the power to make decisions regarding the rearing of America's children;

     (4) claiming the power to wage war on perceived enemies of the United Nations and not the United States and expecting United States participation in violation of the powers of the Congress of the United States, which are expressed in Article I, section 8, of the U.S. Constitution;

     (5) claiming jurisdiction on criminal matters, as defined by the World Court, involving citizens of the United States, which disregards the constitutional protections of U.S. citizens; and

     (6) seeking the disarming of all the nations of the world and the establishment of a world military that no nation could resist.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA:

     That the State of Montana call on the Congress of the United States to pass House Resolution No. 1146, the American Sovereignty Restoration Act of 2000, which:

     (1) repeals the United Nations Participation Act of 1945, 22 U.S.C. 287-287e;

     (2) terminates United States participation in the United Nations; and

     (3) terminates other related functions dealing with our current membership in the United Nations.
