A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA URGING THE BOARD OF REGENTS AND THE CHANCELLOR OF MONTANA TECH OF THE UNIVERSITY OF MONTANA TO DIRECT THE SCHOOL OF MINES AND ENGINEERING TO STUDY AN ECONOMICAL PROCESS FOR MINING GOLD AND SILVER THAT DOES NOT REQUIRE THE USE OF CYANIDE HEAP LEACHING AND TO ENCOURAGE STUDENTS ATTENDING THE SCHOOL OF MINES AND ENGINEERING IN THE FIELDS OF GEOLOGICAL ENGINEERING, METALLURGICAL AND MATERIALS ENGINEERING, AND MINING ENGINEERING AT MONTANA TECH OF THE UNIVERSITY OF MONTANA TO PARTICIPATE IN AN INTERNSHIP PROGRAM AT A MONTANA GOLD OR SILVER MINE OPERATION.



     WHEREAS, with approval of Initiative Measure No. 137 on November 3, 1998, the people of Montana statutorily prohibited all mines permitted after November 3, 1998, from using heap leaching or vat leaching with cyanide ore-processing reagents in open-pit mining for gold or silver; and

     WHEREAS, as a result of passage of Initiative Measure No. 137, it is critical for the economy of the State of Montana that a new and economical process be developed to mine gold and silver without use of cyanide ore-processing reagents; and

     WHEREAS, it is also critical that students graduating from the School of Mines and Engineering at Montana Tech of the University of Montana be provided with opportunities to develop and apply new mining and reclamation technology through required internship at gold and silver mining operations in Montana.



NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA:

     That the Board of Regents and the Chancellor of Montana Tech of the University of Montana direct the School of Mines and Engineering to:

     (1) encourage the study of an economical process for mining gold and silver that does not require the use of cyanide heap leaching; and

     (2) encourage each student attending the School of Mines and Engineering in the fields of geological engineering, metallurgical and materials engineering, and mining engineering to participate in an internship program at a Montana gold or silver mine operation.
