     50-60-303. Municipal and county appeal procedure. (1) If a municipality or county adopts a building code, it shall also establish an appeal procedure by ordinance that is acceptable to the department.
     (2) If a municipality or county does not adopt a code, appeals on the application of the state building code within the municipal or county jurisdictional area must be made to the department.
