     7-21-3429. Preparation of fair district budget. (1) To raise the revenue necessary to hold district fairs, the board of directors shall meet during the first week of May of each year and make a budget of the amounts required in the conduct of the affairs of the district for the following year. The board shall deduct from the budget the probable income from the annual district fair and other exhibitions to be held by the district during the following year.
     (2) The board shall then apportion the remaining balance among the various counties forming the district in proportion to the assessed property of each county as determined by the assessment rolls of the preceding year. By mutual agreement of the directors, the share apportioned to the county in which the fair is being conducted may be made larger than in other counties comprising the district.
