     7-3-1307. Division of purchases and supplies. There shall be in the department of finance a division of purchases and supplies, at the head of which there shall be a purchasing agent. The purchasing agent shall make all purchases for the municipality in the manner and with such exceptions as may be provided by ordinance and shall, under such regulations as may be provided by ordinance, sell all property, real and personal, of the municipality not needed for public use or that may have become unsuitable for use. He shall have charge of such storerooms and warehouses of the municipality as the commission may by ordinance provide.
