     32-10-502. Authority of department -- rulemaking. (1) The department has the powers set forth in this chapter. These powers may be exercised whether or not an application for a license has been filed with the department or whether or not a license has been issued or, if issued, has been surrendered, suspended, or revoked.
     (2) The department may adopt rules to implement the provisions of this chapter. The rules may include but are not limited to establishing forms and procedures for licensing, acceptable practices, establishing surety bond amounts, annual audits, records maintenance, and fees for license renewal and examination.
