     7-14-2709. Preparation and presentation of plans, estimates, and report. (1) The road superintendent shall without delay prepare plans and specifications and cost estimates. The superintendent shall prepare a plat and description of the local assessment district and a description of the parcels of land included in the district. The valuation of the lands must be the value that appears on the last annual assessment roll of the county for the levying of general taxes.
     (2) At the next annual meeting of the board after the road superintendent has completed surveying the road and making estimates, the superintendent shall make a detailed report. The report must state that the maps, descriptions, plans, specifications, and details and estimates of damages, costs, and expenses have been completed.
