HOUSE JOINT RESOLUTION NO. 12

A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA URGING THE UNITED STATES CONGRESS TO ENACT LEGISLATION SUPPORTING LEGISLATION IN THE UNITED STATES CONGRESS TO REQUIRE AUDIT OF THE PENTAGON AND ESTABLISHING CONSEQUENCES IF THE DEPARTMENT OF DEFENSE FAILS TO OBTAIN AN AUDIT WITH AN UNQUALIFIED OPINION OF ITS FINANCIAL STATEMENTS AND REQUIRING AN AUDIT OF THE FEDERAL RESERVE BANK OF THE UNITED STATES IN ORDER TO HOLD THE FEDERAL RESERVE ACCOUNTABLE.

 

     WHEREAS, the cost of wars in Iraq and Afghanistan make it imperative that the U.S. Congress have the ability to review an audit of the expenditures of the Defense Department; and

     WHEREAS, THE U.S. CONGRESS HAS THE AUTHORITY AND RESPONSIBILITY TO REVIEW AN AUDIT OF THE EXPENDITURES OF THE DEPARTMENT OF DEFENSE; AND

     WHEREAS, the Department of Defense has failed to comply with the 1990 Chief Financial Officers Act AND SUBSEQUENT LEGISLATION requiring all federal agencies to provide annual auditable statements; and

     WHEREAS, the Government Accountability Office cited serious financial management problems at the Department of Defense because the Defense Contract Audit Agency failed to follow basic auditing standards, noting that the agency lacks independence from the contractors it audits; and

     WHEREAS, the lack of accountability enables the Department of Defense to continue massive waste, fraud, and mismanagement of billions of dollars; and

     WHEREAS, Congress decreed HAS STATUTORILY REQUIRED that the Department of Defense must be ready for a full financial-statement audit by September 30, 2017, but the Department of Defense has historically and currently managed to postpone the audit deadline.; AND

     WHEREAS, ARTICLE I, SECTION 8, OF THE UNITED STATES CONSTITUTION VESTS IN THE UNITED STATES CONGRESS THE POWER TO REGULATE THE VALUE OF CURRENCY AND MAINTAIN CONTROL OVER THE MONETARY POLICY OF THE UNITED STATES OF AMERICA; AND

     WHEREAS, SINCE ITS INCEPTION IN 1913, THE FEDERAL RESERVE BANK OF THE UNITED STATES, BY INFLATING THE MONEY SUPPLY AND MANIPULATING INTEREST RATES, HAS ERODED THE PURCHASING POWER OF THE DOLLAR BY APPROXIMATELY 95%, CREATED PRICE INSTABILITY, AND CONTRIBUTED TO BOOM AND BUST BUSINESS CYCLES; AND

     WHEREAS, THE FEDERAL RESERVE BANK OF THE UNITED STATES AND THE UNITED STATES TREASURY HAVE LEVIED A BURDEN OF DEBT ON AMERICAN TAXPAYERS TO THE DEGREE OF SEVERAL TRILLION DOLLARS; AND

     WHEREAS, A PARTIAL AUDIT OF THE FEDERAL RESERVE HAS INFORMED THE AMERICAN PEOPLE THAT TRILLIONS OF DOLLARS WERE USED TO BAIL OUT FOREIGN BANKS WITHOUT THE CONSENT OF THE UNITED STATES CONGRESS; AND

     WHEREAS, AGREEMENTS MADE BY THE FEDERAL RESERVE WITH FOREIGN POWERS AND FOREIGN BANKING INSTITUTIONS SHOULD BE SUBJECT TO CONGRESSIONAL OVERSIGHT; AND

     WHEREAS, THE FEDERAL RESERVE REFUSES TO FULLY DISCLOSE THE DETAILS OF ITS EMERGENCY LENDING PRACTICES; AND

     WHEREAS, ALLOWING THE FEDERAL RESERVE TO OPERATE THE UNITED STATES MONETARY SYSTEM WITHOUT FULL DISCLOSURE AND TRANSPARENCY HAS LED TO A LOWER QUALITY OF LIFE FOR THE AMERICAN PEOPLE; AND

     WHEREAS, A COMPLETE AUDIT OF THE FEDERAL RESERVE, FOR THE FIRST TIME IN ITS HISTORY, WOULD PROVIDE ANSWERS TO THE AMERICAN PEOPLE ABOUT HOW OUR MONEY IS BEING SPENT, WHERE MONEY IS BEING SPENT, AND AT WHAT COST.

 

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA:

     (1) That the United State Congress be urged to enact legislation establishing consequences if the Department of Defense fails to obtain an audit with an unqualified opinion of its financial statements.

     (2) THAT THE UNITED STATES CONGRESS BE URGED TO ENACT LEGISLATION REQUIRING A COMPLETE AUDIT OF THE FEDERAL RESERVE BANK OF THE UNITED STATES IN ORDER TO HOLD THE FEDERAL RESERVE ACCOUNTABLE TO THE UNITED STATES CONGRESS AND THE AMERICAN PEOPLE IN ACCORDANCE WITH ARTICLE I, SECTION 8, OF THE UNITED STATES CONSTITUTION.

     (2)(3) That the Secretary of State send a copy of this resolution to the President of the United States, the Speaker of the United States House of Representatives, the Majority Leader of the United States Senate, and to each member of the Montana Congressional Delegation.
