SENATE JOINT RESOLUTION NO. 30

A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA DESIGNATING TOPICS OF STATEWIDE IMPORTANCE FOR SPECIFIC LEGISLATIVE COMMITTEES TO STUDY.

 

     WHEREAS, interim committees are charged with monitoring the operations of assigned executive branch agencies with specific attention to identification of issues likely to require future legislative attention as provided in section 5-5-215, MCA; and

     WHEREAS, not all priorities are identified in individual study resolutions; and

     WHEREAS, the Legislative Council is directed to take the following priorities into consideration when selecting and assigning interim studies as provided in section 5-5-217, MCA; and

     WHEREAS, the Legislative Council is responsive to the needs of the legislative institution and traditionally makes use of the interim for preparation for the next session; and

     WHEREAS, the Legislative Finance Committee has authority over budgetary matters; and

     WHEREAS, the Environmental Quality Council has statutory authority to conduct investigations, studies, surveys, research, and analyses relating to ecological systems and environmental quality.

 

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA:

     That the Legislature designates the following topics to be a priority for the 2017-2018 interim for specific legisaltive committees as follows:

     (1) The Revenue and Transportation Interim Committee is urged strongly to include in its agency oversight the study of the Montana Department of Transportation's use of contracts for outside services, such as engineering costs, for the purposes of determining whether there are cost savings to the state.

     (2) The Environmental Quality Council is urged strongly to study and research habitat access enhancement.

     (3) The Legislative Council is urged strongly to develop a Legislative Procedure Workbook and determine if there are statutes that need to be repealed and replaced with rules or procedures in the workbook.

     (4) The Legislative Finance Committee is urged strongly to monitor the use of the broadband pay plan under the Executive Branch and to monitor the public satisfaction with those serving the public and the use of its human resources.

     BE IT FURTHER RESOLVED, that all aspects of the studies, including presentation and review requirements, be concluded prior to September 15, 2018.

     BE IT FURTHER RESOLVED, that the final results of the studies, including any findings, conclusions, comments, or recommendations of the appropriate committee, be reported to the 66th Legislature.
