HOUSE JOINT RESOLUTION NO. 19
INTRODUCED BY C. POPE
A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA SUPPORTING THE PROCUREMENT OF ENERGY STORAGE FACILITIES BY UTILITIES WITH COMMUNITY RENEWABLE ENERGY PROJECT OBLIGATIONS.
WHEREAS, certain public utilities operating in Montana are required to procure a mandated amount of nameplate capacity from community renewable energy projects under section 69-3-2004, MCA; and
WHEREAS, certain energy storage facilities are considered an eligible renewable resource under section 69-3-2003, MCA; and
WHEREAS, energy storage facilities can help make Montana's electricity grid more resilient, more reliable, and more flexible in meeting the needs of Montana consumers; and
WHEREAS, energy storage facilities can provide good jobs in construction and maintenance; and
WHEREAS, grid operators are often well-positioned to access the full range of values offered by energy storage facilities; and
WHEREAS, a public utility can own community renewable energy projects under section 69-3-2003, MCA; and
WHEREAS, community renewable energy projects are subject to the cost caps in section 69-3-2007, MCA.
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA:
That public utilities with community renewable energy project obligations are encouraged to procure energy storage facilities in order to meet the community renewable energy project obligations of section 69-3-2004, MCA;
BE IT FURTHER RESOLVED, that the Montana Public Service Commission is encouraged to look favorably upon public utility ownership of energy storage facilities for the purposes of meeting the community renewable energy project obligations of section 69-3-2004, MCA.
BE IT FURTHER RESOLVED, that public utilities are encouraged to pay prevailing wages for all labor used to construct and operate energy storage facilities constructed for the purposes of meeting the community renewable energy project obligations of section 69-3-2004, MCA.
